We are global citizens and global NGO’s writing to the United Nations and world leaders to: 

(a) Oppose any U.N. initiative that continues to depend on UNRWA-led distributions in Gaza, and

(b) Advocate for coordinated humanitarian efforts with the Gaza Humanitarian Foundation (GHF), which has proven itself to be a far more impartial and effective humanitarian partner than UNRWA

HAMAS-UNRWA STRANGLEHOLD ON PALESTINIAN AID

As is well documented, Hamas exercises significant control over Gaza’s  economy, enabling it  to tax the Palestinian population, including taxing humanitarian aid that was intended to be free, and siphoning off an estimated $1 billion since the war began. These allegations have been substantiated not only by independent analysts but also by. Palestinian eyewitnesses and politicians.

There is strong evidence that Hamas has consistently exploited the U.N. distribution system to misappropriate aid. Eyewitness reports from Palestinians have also pointed to collusion by some U.N. employees in Gaza, who reportedly assisted in the hoarding of food intended for public distribution.

These actions constitute a serious violation of international humanitarian law, which expressly forbids the weaponization of aid or its use for the financial or political benefit of armed groups.

GAZA HUMANITARIAN FOUNDATION: TRUSTWORTHY AID DISTRIBUTORS

By contrast, the Gaza Humanitarian Foundation (GHF) has, in a remarkably short span of time, delivered over 54 million meals directly to ordinary Gazans, for free, therefore disabling Hamas to profit.

Retired British Army Colonel Richard Kemp personally visited GHF’s distribution centers and described their operations as “brilliantly conceived and extremely well executed”. He also called GHF “a turning point in the war,” one that “undermines Hamas’ stranglehold” and finally enables impartial, civilian-focused humanitarian delivery.

U.N. ENABLES UNRWA – HURTS PALESTINIANS

Despite this, United Nations officials on the ground have refused to cooperate with the GHF and are, according to multiple reports, actively campaigning against it. Instead, they appear intent on restoring the prior system, a system that facilitated Hamas’s profiteering and permitted the widespread diversion of humanitarian supplies. Refusal to work with the current GHF aid distribution system will  only hurt Palestinian civilians.

HAMAS PLACES BOUNTIES ON GHF AID WORKERS

Hamas has reportedly placed bounties on those who work with GHF and has tortured and murdered Palestinian aid workers affiliated with the organization. This is compelling evidence that Hamas views the GHF as a threat to its control, precisely because it cannot exploit or manipulate it for financial or strategic gain.

U.N. OPERATIONS IN GAZA ALLOW HAMAS TO WEAPONIZE AID

The situation is further compounded by credible reports that UN operations in Gaza are deeply compromised. A recent report from UN Watch presented extensive evidence of UNRWA’s senior management knowingly employing individuals with links to Hamas, while permitting these groups to influence agency decisions and priorities.

Whether through malice or negligence, the UN system in Gaza has effectively weaponized humanitarian aid in support of Hamas’s war efforts. It has disproportionately benefited Hamas operatives at the expense of ordinary Gazans. Anyone complicit in such a system is complicit in violating international humanitarian law

In contrast, GHF has proven capable of providing free, impartial, and large-scale aid.  The UN’s refusal to cooperate with GHF, despite clear evidence of its success, raises serious ethical and legal concerns. At best, this refusal reflects institutional ego or political obstruction. At worst, it reflects complicity with a terror organization.

U.N. AND WORLDWIDE POLICY RESPONSE: URGENT RECOMMENDATIONS

We urge the U.N. and worldwide leaders to adopt the following policy positions:

(a) The U.N. Security Council and General Assembly must oppose any attempt to obstruct or delegitimize the work of the Gaza Humanitarian Foundation.

(b) Advocate for formal coordination between the U.N., GHF, and other credible humanitarian actors. This includes shared logistics, accreditation, and funding. There is a moral imperative to put aside institutional interests in favor of life-saving cooperation for the benefit of innocent Gazans.

(c) Call for an independent investigation into UNRWA’s operations and leadership in Gaza. This should include scrutiny of: (i) ties to terrorist organizations, (ii) the failure to deliver free aid, and (iii) any efforts to obstruct the work of independent organizations like the GHF.

SUMMARY

There is overwhelming evidence that UNRWA-led aid in Gaza has been compromised, enabling Hamas to profit and exert control, contravening humanitarian principles and law.

The GHF offers a viable, neutral, and effective alternative.

We respectfully request that the U.N. and world leaders take steps to shift U.N. policy in Gaza away from refusal to cooperate with the Gaza Humanitarian Foundation and toward one that works in partnership and collaboration with the GHF for the good of the citizens of Gaza.

GHF distribution is not perfect. There have been some mistakes and failures, but it is currently the best option today for the reasons described above.
